Remove 'Py Skin Builder' button from settings

i assume that you would expect a user to edit the xml file to get the script title, take a screenshot, convert the bmp to a png, and edit the python script to make use of the new background.
if anything this method of making 'custom' backgrounds should be discouraged (you can add a title label in the python that would look the same and work with any skin's background w/o wasting memory). even if the custom screen did have a 'useful' purpose to maybe 3 'power' users, the button is unncessary to them since the builtin command to switch to that custom xml can be done over the httpapi.
can anyone think of a good reason to keep that button?
i submitted a patch about this but it fell out of sync without generating any attention.
